I want to thank you for your unwavering support,&#8221; stressed EU Commission President <strong>Ursula von der Leyen<\/strong> this morning as she opened her speech in the Plenary session of the European Parliament in Strasbourg. &#8220;With your approval, <strong>we will be able to make important payments to Ukraine as early as March<\/strong>.&#8221; European Council President <strong>Charles Michel added: <\/strong>&#8220;This is the unity and determination of the Union in firmly supporting Ukraine.&#8221; According to the <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/02\/06\/ukraine-facility-council-and-parliament-agree-on-new-support-mechanism-for-ukraine\/\" target=\"_blank\" rel=\"noopener\">agreement<\/a> between the co-legislators &#8211; which will now have to be approved by the individual EU institutions along with the still-pending budget review before entering into force the day after its publication in the EU Official Journal &#8211; <strong>the total budget to be allocated until 2027 will be 50 billion euros<\/strong>, divided into 33 billion in loans and 17 billion in grants, with no tweaks from what was put on the table by the von der Leyen cabinet.<\/p>\n<p>The new financial instrument is based on <strong>three pillars<\/strong>. The first is the <strong>Plan for Ukraine<\/strong>, to be prepared by the government in Kyiv to &#8220;set out its intentions&#8221; for the recovery and reconstruction of the country, but also for the <a href=\"https:\/\/staging.eunews.it\/en\/2023\/12\/14\/ukraines-historic-day-european-council-unblocks-the-road-to-eu-membership\/\" target=\"_blank\" rel=\"noopener\">reforms within the EU accession process<\/a>. Financial support will be provided\u00a0according to the implementation of this plan, with &#8220;<strong>a set of conditions and a timetable for disbursements<\/strong>.&#8221; The second pillar is the <strong>Investment Framework for Ukraine<\/strong>, within which the Union will provide support in the form of budget guarantees and a combination of grants and loans from public and private institutions. Finally, the third is\u00a0<strong>specific assistance to EU accession<\/strong> &#8220;and other support measures&#8221; for alignment with EU legislation and set structural reforms\u00a0towards future EU membership.<\/p>\n<h3 id='how-funds-will-reach-ukraine'  id=\"boomdevs_1\">How funds will reach Ukraine<\/h3>\n<p style=\"margin-bottom: 0px;\">.<\/p>\n<figure id=\"attachment_212181\" class=\"wp-caption alignright\" style=\"width: 450px;\"><a href=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-212181\" src=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-300x200.jpg\" alt=\"Allargamento Ue von der Leyen Ucraina\" width=\"450\" height=\"300\" srcset=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-300x200.jpg 300w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-1024x683.jpg 1024w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-768x512.jpg 768w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-1536x1024.jpg 1536w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/11\/P062224-336954-2048x1366.jpg 2048w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/a><\/figure>\n<p>EU Commission President Ursula von der Leyen, a Kiev (November 4,\u00a02023)<\/p>\n<p>As for allocations, the \u20ac17 billion in grants will be mobilized through the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/02\/01\/the-support-package-for-ukraine-has-found-the-green-light-from-all-eu-leaders-including-orban\/\" target=\"_blank\" rel=\"_blank noopener\">Ukraine instrument agreed by 27 EU leaders<\/a> in the context of the revised QFP, while the \u20ac33 billion in loans will be secured from the own resources reserve, just as in the Macro-Financial Assistance Plus (MFA+) funding that mobilized 18 billion throughout 2023. Under the Plan for Ukraine, Kyiv can request up to 7 percent in pre-financing, with &#8220;a significant share&#8221; of the first two pillars earmarked for <strong>green investments<\/strong> and another part of the Investment Framework reserved for <strong>small and medium-sized enterprises<\/strong>.<br \/>\nSince the country is still at war (in 18 days, it will be two years since the Russian invasion began), there will be &#8220;some flexibility in budget management,&#8221;\u00a0However, the respect of democratic\u00a0<strong>mechanisms<\/strong> &#8212; &#8220;including a multi-party parliamentary system&#8221; &#8211;\u00a0<strong>the rule of law, human, and minority rights is still a\u00a0<\/strong>prerequisite for support through the new financial Instrument. The Regulation establishing the Ukraine Instrument ensures that the <em>Verkhovna Rada<\/em> (the Ukrainian Parliament) and civil society organizations are &#8220;duly informed and consulted&#8221; on the design and implementation of the first pillar on recovery and reform intentions for EU accession. A<strong>n annual debate<\/strong> is planned in the Council from the Commission&#8217;s special reports on the implementation of the Instrument, while <strong>the European Parliament<\/strong> <strong>will be able to invite the EU executive to discuss it &#8220;at least every four months.&#8221;<\/strong> The Regulation will include a scoreboard to make it easier to monitor the &#8220;progress of the various qualitative and quantitative steps, including an overview of the social, economic, and environmental elements&#8221; of the Ukraine Plan.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Five days after the EU leaders&#8217; summit gave the green light to the revised multi-year budget, Parliament and Council negotiators approved the new financial instrument dedicated to the recovery and reconstruction of the Russia-invaded country.
