{"id":341599,"date":"2024-03-01T13:51:18","date_gmt":"2024-03-01T12:51:18","guid":{"rendered":"https:\/\/www.eunews.it\/2024\/03\/01\/nextgenerationeu-italia-procura-europea\/"},"modified":"2024-03-07T11:12:44","modified_gmt":"2024-03-07T10:12:44","slug":"italy-european-prosecutors-checks","status":"publish","type":"post","link":"https:\/\/staging.eunews.it\/en\/2024\/03\/01\/italy-european-prosecutors-checks\/","title":{"rendered":"NextGenerationEU, Italy first for European prosecutor&#8217;s checks on use of funds"},"content":{"rendered":"<p>Brussels &#8211; <strong>Italy is under special surveillance by the <a href=\"https:\/\/www.eppo.europa.eu\/en\" target=\"_blank\" rel=\"noopener\">European Public Prosecution Office<\/a> (EPPO) for the use of Recovery Fund&#8217;s money.<\/strong>\u00a0Italy\u00a0is first in the EU in terms of the number of investigations opened to verify the proper use of resources and avert possible fraud.\u00a0<strong>Of the 206 investigations at the end of 2023, as many as 179 concerned Italy<\/strong>. These are audits, not established irregularities. Not yet at least, and it is not even certain that they will emerge. The figure emerges as the NextGenerationEU anti-pandemic recovery program, of\u00a0which the Recovery Fund is part,\u00a0is a new program, and this is the first time the relevant bodies have conducted audits, <strong>a legal obligation\u00a0for the integrity of the EU\u00a0budget<\/strong>. Italy,\u00a0together with Spain, is the Member State that benefits most from Recovery fund money.\u00a0The government in Rome has to manage and spend\u00a0<strong>191.5 billion between guarantees (68.8 billion) and loans (122.6 billion),\u00a0<\/strong>a significant amount of resources that,t on the one hand, could be appealing to ill-intentioned people and, on the other, it could create procedural difficulties in using it for a whole new program. There is\u00a0a logic, therefore, in the several\u00a0controls that the EPPO carries out.<\/p>\n<p>Overall, out of all the money spent in the Union, just for the first projects funded through <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">NextGenerationEU, the European Public Prosecutor&#8217;s Office estimates <strong>a damage of more than 1.8 billion euros<\/strong>.<\/span><\/span>\u00a0It<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u00a0represents about 15 percent of all expenditure on fraud cases involving EU funds managed\u00a0by the European Public Prosecutor&#8217;s Office during the reporting period. However,\u00a0in terms of estimated damage, it corresponds to nearly 25 percent of the total.<\/span><\/span> &#8220;<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>T<\/strong><\/span><\/span><\/span><strong><span lang=\"en\">his number can only increase in the context of the accelerated implementation of NextGenerationEU funding<\/span><\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">,&#8221; the European Public Prosecutor&#8217;s Office warned in the special report released today.<\/span><\/span><\/span><\/p>\n<p>In the specific case of the anti-pandemic recovery program (value: \u20ac750 billion, including \u20ac672 billion from Recovery Fund),\u00a0<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the use of <strong>false statements or documents,<\/strong> inaccurate or incomplete, or the non-disclosure of information in violation of specific obligations, were by far the most common means of deceiving public authorities. In other cases, the report continues,\u00a0the frauds involved <strong>fictitious entities<\/strong>, with funds wired to the beneficiaries as upfront\u00a0payment to meet the expenses of the initial phase of a project.<\/span><\/span> In fact, these beneficiaries turned out to be sham companies or fictitious economic operators; the projects were not effectively carried out, and the funds were immediately transferred to bank accounts abroad, with a final destination in non-EU countries.It will be necessary to be careful, and there is already much attention.\u00a0<\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><strong>Italy, through the Guardia di Finanza and police forces, cooperates and conducts many investigations<\/strong>. It also explains the country&#8217;s numbers, ranked first in the EU for fraud against the EU budget.
