The European Union&#8217;s political choice to bring Eastern countries into the EU\u00a0is decisive and dictated by geopolitical reasons and a Russian conflict in Ukraine that has inevitably reshaped logic and strategies. It also triggered\u00a0thoughts on<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> what and how the European Union will change. Making early calculations is <a href=\"https:\/\/www.bruegel.org\/policy-brief\/ukraines-path-european-union-membership-and-its-long-term-implications\" target=\"_blank\" rel=\"noopener\">a policy brief of the Bruegel<\/a>\u00a0think tank about Ukraine&#8217;s entry into the club.<\/span><\/span><\/span> It first points out that &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>the net cost of Ukraine&#8217;s entry into the EU for the current member countries would amount to 136 billion euros<\/strong>\u00a0at\u00a0current prices in the period from 2021 to 2027, which is\u00a00.13 percent of EU GDP\u00a0(Gross Domestic Product) over the same period.&#8221;<\/span><\/span><\/span><\/p>\n<p>It may seem like a high figure, but Bruegel calculations\u00a0show that\u00a0<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the overall size of the impact of Ukrainian EU membership on the 2021-2027 Multiannual Financial Framework (MFF) would\u00a0<strong>increase from 1,12 percent of GDP to 1.20 percent<\/strong>\u00a0in the baseline scenario, which assumes that Ukraine regains its territorial integrity and that<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the war has no long-term impact on the country&#8217;s population or GDP. In addition, most net payers would need to contribute about <strong>0.1 percent more<\/strong> of their GDP to the EU budget. Figures that are certainly not exorbitant.\u00a0<\/span><\/span><\/span><\/p>\n<p>However, this is an estimate and a preliminary one at that. The brief underlines that this is\u00a0&#8220;the baseline scenario.&#8221; Having an idea of what Ukraine&#8217;s full membership may mean in economic terms is not simple at the moment because there are so many unknowns, foremost\u00a0the country&#8217;s borders. Pre-conflict Ukraine or Ukraine without Donbas?<\/p>\n<h3 id='change-in-cohesion-policy'  id=\"boomdevs_1\"><strong>Change in cohesion policy<\/strong><\/h3>\n<p style=\"margin-bottom: 0px;\">What is certain is that\u00a0<strong>the current member states would lose some funding in an expanded Ukraine<\/strong> scenario. Bruegel estimates that the Twenty-Seven countries &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>would receive \u20ac24 billion less<\/strong> in cohesion funding\u00a0than in the current situation\u00a0without Ukraine. The reason for this multi-billion loss is that Kyiv&#8217;s entry would reduce the EU&#8217;s average Gross National Income per capita, which is an indicator of the allocation of funds. The problem is not new, so much so that\u00a0<a href=\"https:\/\/staging.eunews.it\/en\/2024\/02\/20\/eu-enlargement-and-the-cohesion-funds-conundrum-more-money-is-needed-for-the-future\/\" target=\"_blank\" rel=\"noopener\">the EU Commission&#8217;s expert group has already warned the Commission that more funds will be needed in the future<\/a>. For Italy, the Mezzogiorno and funding for\u00a0Southern regions are at stake; definitely\u00a0not a small matter.<br \/>\n<\/span><\/span><\/span><\/p>\n<h3 id='what-ukraine-can-achieve'  id=\"boomdevs_2\"><strong>What Ukraine can achieve<\/strong><\/h3>\n<p style=\"margin-bottom: 0px;\">Net of membership in the European Union, Ukraine can have economic returns from its\u00a0membership. Specifically, according to preliminary calculations, <strong>Kyiv <\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>would gain \u20ac32 billion in cohesion policy payments, 85 billion euros in Common Agricultural Policy<\/strong> (CAP) payments, and 7 billion euros in payments from other EU programs (all numbers are at\u00a0current prices and refer to the entire\u00a02021-2027 MFF).<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">European public administration spending could increase by \u20ac4 billion, while the EU would save about \u20ac2 billion on funds currently allocated to its neighbors.<\/span><\/span><\/span><\/p>\n<h3 id='the-benefits-for-the-eu'  id=\"boomdevs_3\"><strong>The benefits for the EU<\/strong><\/h3>\n<p style=\"margin-bottom: 0px;\">A larger EU with Ukraine in it\u00a0would certainly be good for Kyiv. But what does the EU gain from this enlargement? According to Bruegel,\u00a0the\u00a0<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">integration of Ukrainian workers into the EU labor markets would <strong>reduce the dramatic labor shortage<\/strong> in the Union.\u00a0In addition,<\/span><\/span> the\u00a0<strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">accession would improve the EU&#8217;s energy security and could reduce energy costs. <\/span><\/span><\/strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Looking at it from a regional perspective, Ukraine&#8217;s presence in the Union would stabilize the EU&#8217;s eastern neighborhood and increase the EU&#8217;s military and security capabilities.<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Bruegel think tank makes an initial cost-benefit estimate of enlargement.
