As\u00a0the European Commission said in a <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_24_1769\" target=\"_blank\" rel=\"noopener\">press release<\/a>, the Justice Commissioner\u00a0in the cabinet headed by Ursula von der Leyen informed the president of the EU executive that the\u00a0 Committee of Ministers of the Council of Europe <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/25\/didier-reynders-will-run-for-secretary-general-of-the-council-of-europe\/\" target=\"_blank\" rel=\"noopener\">recommended<\/a> him to the Parliamentary Assembly for the post of Secretary-General of the\u00a0Strasbourg-based human rights organization. In particular, the President stressed the obligation not to use human or material resources of the Commission. Reynders may take &#8220;any additional measures that may be necessary to <strong>avoid any perception of conflict of interest<\/strong>.&#8221; In this context, it should be noted\u00a0that Reynders&#8217; communication is addressed to a Commission chairwoman who at this time is also <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/07\/von-der-leyen-spitzenkandidatin-of-the-epp-in-european-elections-we-will-not-allow-extremists-to-destroy-europe\/\" target=\"_blank\" rel=\"noopener\">Spitzenkandidatin of the European Popular Party<\/a> in the June 6-9 European elections and who (like Labor and Social Rights Commissioner <strong>Nicolas Schmit<\/strong> the\u00a0 <em>Spitzenkandidat <\/em>of the European Socialist Party), has not stepped down from her institutional position during\u00a0the campaign.<\/p>\n<p style=\"margin-bottom: 0px;\">Given the expiring term of\u00a0Croatia&#8217;s <strong>Marija Pej\u010dinovi\u0107 Buri\u0107<\/strong>, in early January the Belgian liberal politician <a href=\"http:\/\/As%20the%20Commission%20specifies%20in%20the%20same%20statement,%C2%A0until%20April%2025%20Reynders%20will%20refrain%20from%20participating%20%22directly%20and%20indirectly%20in%20any%20activity%20related%20to%20the%20election%20campaign%22and%20will%20ensure%20that%20%22no%20such%20activity%20is%20conducted%20in%20his%20name.%22%20The%20Code%20of%20Conduct%20for%20Members%20of%20the%20College%20of%20Commissioners%20will%20continue%20to%20apply.%20In%20particular,%20the%20President%20stressed%20the%20obligation%20not%20to%20use%20human%20or%20material%20resources%20of%20the%20Commission.%20Reynders%20may%20take%20%22any%20additional%20measures%20that%20may%20be%20necessary%20to%20avoid%20any%20perception%20of%20conflict%20of%20interest.%22%20In%20this%20context,%20it%20should%20be%20noted%C2%A0that%20Reynders&#039;%20communication%20is%20addressed%20to%20a%20Commission%20chairwoman%20who%20at%20this%20time%20is%20also%20Spitzenkandidatin%20of%20the%20European%20Popular%20Party%20in%20the%20June%206-9%20European%20elections%20and%20who%20(like%20Labor%20and%20Social%20Rights%20Commissioner,%20Nicolas%20Schmit,%20the%C2%A0%20Spitzenkandidat%20of%20the%20European%20Socialist%20Party),%20has%20not%20stepped%20down%20from%20her%20institutional%20position%20during%C2%A0the%20campaign.\" target=\"_blank\" rel=\"noopener\">announced<\/a> his readiness to run <strong>for the second consecutive time<\/strong> for the leadership of the international organization in Strasbourg (which is not among the EU institutions). On January 10, the Belgian government <a href=\"https:\/\/staging.eunews.it\/en\/2024\/01\/10\/belgium-chooses-again-reynders-as-candidate-for-council-of-europe-secretariat-general\/\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> its choice of the current EU justice commissioner as the\u00a0<strong>candidate in the June 24-28<\/strong> elections, despite the defeat he suffered in 2019 -when he was the Belgian deputy prime minister and minister of foreign affairs and defense &#8211; at the very hands of the current Croatian secretary-general. This time, he will be up against former Swiss President <strong>Alain Berset<\/strong> and former Estonian Culture Minister <strong>Indrek Saar<\/strong>. At the Parliamentary Assembly of the Council of Europe in late June,\u00a0<strong>he will need the support of the majority of the Council of Europe&#8217;s 46 member states<\/strong>. In the scenario in which Reynders finally succeeds in being elected as secretary-general, it is not yet known whether he will hold his post at the Commission until the new European Commission takes office, <strong>or whether he will leave the post before he takes office at the end of September<\/strong>, following the example of several of his colleagues.<\/p>\n<h3 id='in-addition-to-reynders-all-the-farewells-from-the-commission'  id=\"boomdevs_1\">In addition to Reynders, all the\u00a0farewells from the Commission<\/h3>\n<p style=\"margin-bottom: 0px;\">Commissioner Reynders is the latest name in a long list of farewells &#8211; temporary and otherwise &#8211; although, in the worst-case scenario,\u00a0it would be at the last moment. The Legal Affairs Committee (Juri) of the European Parliament in late September 2019 decided to reject the names agreed between the President of the EU executive and the governments of Romania and Hungary: the Romanian <strong>Rovana Plumb<\/strong> (S&amp;D) and the Hungarian <strong>L\u00e1szl\u00f3 Tr\u00f3cs\u00e1nyi<\/strong> (Ppe) had been deemed &#8220;not capable of exercising their functions in accordance with the Treaties and the Code of Conduct.&#8221; Two weeks later, French <strong>Sylvie Goulard<\/strong> failed to pass due to political reprisals by MEPs against Paris. A year later, during the Covid-19 health crisis, the Irish Trade Commissioner<strong> Phil Hogan<\/strong> was found not complying with the confinement rules, and the Dublin government pushed him to resign: his post was taken over by Vice President <strong>Valdis Dombrovskis<\/strong>, while Irish <strong>Mairead McGuinness<\/strong> took over as portfolio head for Financial Services.<\/p>\n<p style=\"margin-bottom: 0px;\">All other defections came in 2023. First was the Bulgarian Commissioner for Innovation, Research, Culture, Education and Youth, <strong>Mariya Gabriel<\/strong>, in mid-May to aim for the post (that materialized) of deputy prime minister and foreign minister in Bulgaria. Her step back triggered a redistribution of posts at the Commission: Executive Vice-President Vestager had been given that of Innovation and Research, while the Vice-President for European Lifestyle, <strong>Margaritis Schinas<\/strong>, had been given that of Education, Culture and Youth. Von der Leyen has\u00a0<strong>divided Timmermans<\/strong> delegations into two: the post of head of the European Green Deal has been given to the vice-president for Inter-institutional Relations, <strong>Maro\u0161 \u0160ef\u010dovi\u010d<\/strong>, who has also been appointed <em>ad interim<\/em> Commissioner for Climate, until the nomination of the new Dutch commissioner, <strong>Wopke Hoekstra<\/strong>.
