The rich menu of the last plenary of the EU Parliament before the elections"},"content":{"rendered":"<p>Brussels \u2013\u00a0It will be &#8220;a new record&#8221; for the EU Parliament, a marathon to close as many legislative dossiers as possible before the return to the polls in June and the start of a new legislature. More precisely,<strong> 89 texts to be voted on, as &#8220;not even in the final session of the previous legislature,&#8221;<\/strong> EU Parliament spokesmen stressed during today&#8217;s (April 19) press briefing to recap <a href=\"https:\/\/www.europarl.europa.eu\/sedcms\/documents\/PRIORITY_INFO\/1282\/SYN_PDOJ_April%20II_STR_EN.pdf\" target=\"_blank\" rel=\"noopener\">a busy week<\/a> that will open Monday afternoon (April 22) in the Strasbourg hemicycle. <strong>Many final votes on agreements reached with EU Council co-legislators<\/strong>\u2014from the Packaging Regulation to the so-called<em> business due diligence<\/em>, from the Regulation on Ecodesign of Products to the extension of Autonomous Trade Measures (Atm) for Ukraine\u2014but also some files on which work will have to continue in the next legislature and beyond.<\/p>\n<p>It will begin Monday afternoon with the plenary debate <span style=\"font-weight: 400\">on the common rules promoting the repair of goods, a dossier better known as the <strong>&#8220;right to repair&#8221;<\/strong>, on which the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/02\/02\/eu-agrees-strengthen-right-to-repair\/\" target=\"_blank\" rel=\"noopener\">inter-institutional agreement<\/a> was reached in early February to promote the repair of products instead of their replacement. The vote is scheduled for the following day (April 23), when another particularly relevant moment in the long marathon in the EU Parliament will take place: the final vote on the <strong>Ecodesign Regulation<\/strong> (signed by <strong>Alessandra Moretti<\/strong>, PD), which <a href=\"https:\/\/staging.eunews.it\/2024\/01\/11\/parlamento-ue-norme-ecodesign-prodotti\/\" target=\"_blank\" rel=\"noopener\">will<\/a> <a href=\"https:\/\/staging.eunews.it\/en\/2024\/01\/11\/european-digital-passport-for-product-sustainability-adoption-getting-closer\/\" target=\"_blank\" rel=\"noopener\">ban<\/a> the destruction of unsold clothes, minimum requirements for the eco-design of products on the European market, and the digital passport for the information of the same products. At the end of what is expected to be an intense debate with the commission and council on the outcome of the extraordinary EU leaders&#8217; summit with a\u00a0<a href=\"https:\/\/staging.eunews.it\/en\/2024\/04\/18\/between-the-letta-report-and-the-new-pact-european-council-paves-the-way-for-the-competitiveness-of-the-future\/\" target=\"_blank\" rel=\"noopener\">focus on the new European Competitiveness Pact<\/a>, the debate will follow\u2014with a subsequent vote in the afternoon\u2014on the economic governance review, i.e., the <strong>reform of the Stability Pact<\/strong> on which the agreement between Parliament and Council was found on February 10. <\/span><\/p>\n<p>Plenary votes on the interim agreements of the trialogues will continue Tuesday with the <strong>EU Act on gigabit infrastructure<\/strong> (the legislation by which <a href=\"https:\/\/staging.eunews.it\/en\/2024\/02\/06\/fiber-and-5g-deployment-step-change-eu-agreement-on-gigabit-infrastructure-act\/\" target=\"_blank\" rel=\"noopener\">it will be possible to <\/a>accelerate the deployment of 5G networks) and the expected final go-ahead to the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/04\/09\/new-understanding-and-the-first-go-ahead-on-the-extension-to-the-eu-duty-stop-for-ukrainian-imports\/\" target=\"_blank\" rel=\"noopener\">troubled process<\/a> of <strong>extension to the stop of tariffs on food imports from Ukraine until June 5, 2025<\/strong>, following the double negotiation and the extension of the reference period to trigger the &#8217;emergency brakes&#8217; from July 1, 2021 to December 31, 2023. Of note among the debates that will take place until late in the evening is the one on the first <strong>EU directive to combat violence against women<\/strong>, which will then be voted on the following day (April 24). It will be a particularly busy day on Wednesday, which will see two voting sessions in the parliament&#8217;s hemicycle for the huge number of legislative files, starting with the strongly contested (in Italy) <strong>Packaging Regulation<\/strong>, which sets the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/19\/packaging-eu-agreement-confirmed-in-final-passage-in-environment-committee-plenary-vote-in-april\/\" target=\"_blank\" rel=\"noopener\">binding targets<\/a> to combat the increase in packaging waste and promote reuse and recycling after its first use. Also worth mentioning is the vote on the <strong>revision of the Air Quality Directive<\/strong> (another sensitive issue in Italy) that <a href=\"https:\/\/staging.eunews.it\/en\/2024\/02\/21\/eu-reaches-deal-on-tighter-air-quality-limits-waiver-to-2040-for-northern-italy\/\" target=\"_blank\" rel=\"noopener\">establishes <\/a>stricter limits for fine particles and particulates, nitrogen dioxide (NO2) and sulfur dioxide (SO2), and the vote on the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/04\/09\/european-parliament-votes-in-favor-in-first-passage-to-withdraw-from-energy-charter-treaty\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">agreed withdrawal of the Union from the Energy Charter Treaty<\/span><\/a>.<\/p>\n<p>That&#8217;s not all. Also on the plenary&#8217;s menu at lunchtime on Wednesday is the MEPs&#8217; green light to the March 15 <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/15\/european-health-data-space-parliament-council-reach-agreement-toward-a-single-eu-prescription\/\" target=\"_blank\" rel=\"noopener\">agreement with the Council<\/a> on the <strong>European Health Data Space<\/strong>, to that on the <strong>Due Diligence<\/strong> (the European standards on corporate sustainability <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/15\/governments-water-down-eu-directive-on-corporate-due-diligence-will-affect-only-large-companies\/\" target=\"_blank\" rel=\"noopener\">already watered down by the 27 EU ambassadors<\/a>) and on the <strong><span class=\"ep_name\">directive on the work of digital platforms<\/span><\/strong><span class=\"ep_name\"> (authored by <strong>Elisabetta Gualmini<\/strong>, PD) passed with <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/11\/rider-directive-agreement-among-eu-countries-germany-france-remain-alone-blocking-minority-skipped\/\" target=\"_blank\" rel=\"noopener\">not a few chills <\/a>from the twenty-seven countries&#8217; consideration a month ago. And it doesn&#8217;t end there, as the EU Parliament will have to rule\u2014this time on its own negotiating position\u2014on the <a href=\"https:\/\/staging.eunews.it\/2024\/01\/11\/eurocamera-carta-europea-della-disabilita\/\" target=\"_blank\" rel=\"noopener\">European Disability Card<\/a>, the March understanding on the <\/span><strong>Cyber Solidarity Act<\/strong> to strengthen the response to attacks on member states&#8217; critical infrastructure, and on the <strong>package of EU anti-money laundering rules<\/strong>. The day will then close with a stance on the <strong>Rule of Law in Hungary and the EU budget implications<\/strong>, including the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/01\/17\/european-parliament-continues-to-call-for-suspension-of-hungarys-membership-rights\/\" target=\"_blank\" rel=\"noopener\">question<\/a> of the suspension of EU membership rights under Article 7 of the Treaty on European Union (TEU).<\/p>\n<p><em>Dulcis in fundo<\/em>, on the last day of the plenary session of the EU Parliament for this legislature, three major issues (with two debates and one vote under urgent procedure) will find space on Thursday (April 25). The first is the vote on the <strong>simplification of the Common Agricultural Policy (CAP)<\/strong> <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/26\/eu-council-gives-green-light-to-cap-amendment-amid-fresh-protests-from-farmers\/\" target=\"_blank\" rel=\"noopener\">presented <\/a>by the European Commission on March 15 and<a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/26\/eu-council-gives-green-light-to-cap-amendment-amid-fresh-protests-from-farmers\/\" target=\"_blank\" rel=\"noopener\"> already approved <\/a>by the 27 governments, after months of harsh protests by European farmers also in Brussels: several exemptions from the &#8220;Good Agricultural and Environmental Conditions&#8221; (BCAA) and the exemption of farms under 10 hectares from cross-compliance checks and sanctions are planned, as well as the first considerations on strengthening the position of farmers in the value chain. The second topic is the Regulation to develop an industry with zero-emission technologies\u2014the <strong>Net-Zero Industry Act<\/strong>\u2014the last pillar of the Green Deal Industrial Plan <a href=\"https:\/\/staging.eunews.it\/en\/2024\/02\/06\/single-list-of-net-zero-technologies-and-industrial-valleys-eu-agrees-on-net-zero-act\/\" target=\"_blank\" rel=\"noopener\">agreed upon in February<\/a> by the EU Council and Parliament negotiators. Finally, the debate and vote on the establishment of the <strong>Ethics Body<\/strong>, which is supposed to apply the same standards to all European institutions but whose <a href=\"https:\/\/staging.eunews.it\/en\/2024\/03\/13\/eu-ethics-body-loses-valuable-pieces\/\" target=\"_blank\" rel=\"noopener\">negotiations have stalled already<\/a> due to the exit of the European Council and the Council of the European Union. The EU Parliament is called for a clear vote\u2014on this and the other 88 files on the agenda\u2014to show it is ready for a new legislature after the June 6-9 vote in the 27 member countries.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There will be 89 legislative files on the ballot in the last session in Strasbourg, an April 22-25 marathon to close the latest deals reached with the EU Council.
