Three weeks to convince, then the new team"},"content":{"rendered":"<p>Brussels &#8211; The first hurdle was cleared, but there is now another one on the horizon that <strong>Ursula von der Leyen<\/strong> should not underestimate\u00a0if she aims\u00a0for another five years at the Berlaymont. After receiving the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/27\/eu-leaders-reach-agreement-on-top-jobs-commission-to-von-der-leyen-council-to-costa-kallas-high-representative\/\" target=\"_blank\" rel=\"noopener\">European Council&#8217;s green light<\/a> to her nomination as a candidate for the presidency of the European Commission, <strong>the number one of the outgoing EU executive must go through the test of the parliamentary vote<\/strong>, where she has the majority\u00a0but not as solid as it might seem. Populars, Social Democrats, and Liberals, as of today, can count on 399 seats\u201438 more than the minimum threshold\u2014 Still, the\u00a0risk of turncoats\u00a0in the plenary is too high, and now von der Leyen faces\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/press-tool-kit\/1\/after-the-european-elections\" target=\"_blank\" rel=\"noopener\">three intense weeks\u00a0<\/a> in an attempt to shore up the majority and pass unscathed through Strasbourg&#8217;s scrutiny.<\/p>\n<figure id=\"attachment_374074\" class=\"wp-caption alignright\" style=\"width: 450px;\"><a href=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/06\/5480a949-a295-4cb3-a6a4-f15b5120fe09.jpg\"><img decoding=\"async\" class=\"wp-image-374074\" src=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/06\/5480a949-a295-4cb3-a6a4-f15b5120fe09-300x200.jpg\" alt=\"Ursula von der Leyen\" width=\"450\" height=\"300\" srcset=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/06\/5480a949-a295-4cb3-a6a4-f15b5120fe09-300x200.jpg 300w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/06\/5480a949-a295-4cb3-a6a4-f15b5120fe09-1024x683.jpg 1024w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/06\/5480a949-a295-4cb3-a6a4-f15b5120fe09-768x512.jpg 768w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/06\/5480a949-a295-4cb3-a6a4-f15b5120fe09-1536x1024.jpg 1536w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/a><figcaption id=\"caption-attachment-374074\" class=\"wp-caption-text\">Outgoing European Commission President and European Council appointee Ursula von der Leyen<\/figcaption><\/figure>\n<p>&#8220;<strong>I will work with all pro-Ukrainian, pro-EU, and pro-State of Law members of the European Parliament,<\/strong>&#8221; the official European Council candidate to succeed herself at the head of the Commission confirmed late last night (June 27) at a press conference, pointing out that &#8220;we are in the midst of the process of the EPP-S&amp;D-Renew platform to convince members of other groups as well.&#8221; <strong>No explicit reference to the 24 Fratelli d&#8217;Italia MEPs of the Italian premier, Giorgia Meloni<\/strong>\u2014who at the table of EU leaders <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/28\/on-eu-appointments-italy-stands-alone-with-hungary-but-meloni-disagrees-no-isolation-but-leadership-skills\/\" target=\"_blank\" rel=\"noopener\">abstained on von der Leyen<\/a>, the only one among the Twenty-Seven except for the rejection of the Hungarian premier, <strong>Viktor Orb\u00e1n<\/strong>\u2014but this certainly does not mean burning\u00a0bridges. &#8220;<strong>I will talk to the national delegations and go to the parliamentary groups that invite me,<\/strong>&#8221; von der Leyen added, leaving open the prospects for &#8220;a broad majority for a stronger Europe.&#8221;<\/p>\n<p style=\"margin-bottom: 0px;\">While the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/13\/groups-committees-and-plenary-all-the-dates-for-the-establishment-of-the-new-european-parliament\/\" target=\"_blank\" rel=\"noopener\">group formation<\/a> must be concluded by next Thursday (July 4), <strong>von der Leyen knows that, as of today, she will have to work &#8220;intensively over the next three weeks&#8221;<\/strong>. Although it will only be confirmed with the publication of the agenda (on July 11) of the inaugural session of the new EU Parliament, the outgoing president of the EU Parliament,\u00a0<strong>Roberta Metsola<\/strong> (also vying for confirmation to succeed herself),\u00a0<a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/27\/eu-nominations-at-the-european-council-dinner-on-the-table-always-von-der-leyen-kallas-costa\/\" target=\"_blank\" rel=\"noopener\">said<\/a> that <strong>the confirmation vote &#8220;can already be held on July 18&#8221;<\/strong>. However, not before &#8220;presenting my political program for the next five years,&#8221; von der Leyen pointed out to the press. It means that, compared to the majority on paper,\u00a0<strong>13.5 per cent of popular, socialist, and liberal MEPs<\/strong> had come up short (even more if one considers the decisive contribution of the 14 from the 5 Star Movement and the 26 from the Polish ultra-right Law and Justice). Translated into the summer of 2024\u2014although times have changed, but not the uncertainty\u2014would mean <strong>54 fewer votes than the 399 provisional seats<\/strong> of the European People&#8217;s Party (EPP), Progressive Alliance of Socialists and Democrats (S&amp;D) and Renew Europe groups: <strong>345 votes in favour, 16 fewer than the minimum threshold for election<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">That is why, with the favour of the secret ballot, <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/18\/melonis-wait-for-eu-nominations-she-doesnt-contest-leaders-proposals-but-her-turn-will-come-in-the-eu-parliament\/\" target=\"_blank\" rel=\"noopener\">Meloni&#8217;s real game is now played in the EU Parliament<\/a>, where she can try to make her 24 votes count. But for von der Leyen, the margin would still not be wide enough to consider herself safe.\u00a0Here the<strong> Green\/Ale<\/strong> group, which, despite its major setback in the European elections and drop to 54 seats, has been calling for <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/10\/social-democrats-and-liberals-ready-to-back-von-der-leyen-greens-also-open-space-for-alliance-on-the-right-closes\/\" target=\"_blank\" rel=\"noopener\">&#8220;responsibility&#8221; to support the majority<\/a> for weeks,\u00a0can get back into the game. On the one hand, opening up to MEPs who sit in the European Conservatives and Reformists (ECR) group could open <strong>cracks with social democrats and liberals<\/strong>; on\u00a0the other hand, a propping up of the Greens could result in <strong>a flight of votes from the populars themselves<\/strong>. If July already yields von der Leyen&#8217;s name as Commission chair (if a majority fails, the European Council will have to propose another candidate within a month), the timeframe for confirmation of commissioners <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/17\/sefcovic-slovakia-eu-commissioner\/\" target=\"_blank\" rel=\"noopener\">may be anticipated<\/a> between September and October, when <strong>each parliamentary committee will review them in written questions and public hearings, each based on its area of expertise<\/strong>.
