However, looking<strong>\u00a0back five years<\/strong> &#8211; to the summer of 2019, when newly elected president von der Leyen\u00a0was putting together her first team of commissioners\u00a0&#8211;\u00a0<strong>the situation was not much better, quite the opposite<\/strong>. On that occasion, the German politician made it clear that she <strong>would want one male and one female candidate from each of the 26 governments<\/strong> (exceptions were Germany, which held the Commission presidency, and Spain with the new EU High Representative for Foreign Affairs and Security Policy, both appointed by the European Council), setting out the priority of gender equality in the future College of Commissioners she would lead. &#8220;<strong>Since 1958, there have been 183 commissioners, only 35 were women,\u00a0less than 20 percent<\/strong>,&#8221; the new Commission head attacked, &#8220;We represent half of our population.\u00a0We want our share.&#8221;<\/p>\n<p style=\"margin-bottom: 0px;\">The response from governments had been anything but welcoming: <strong>Only Romania\u00a0put forward two candidates<\/strong> &#8211; <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-11963-2019-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">Rovana Plumb and Dan Nica<\/a> &#8211; a choice reiterated in November after the rejection of the former (by the EU Parliament) and the second (by von der Leyen), with <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-13842-2019-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">Siegfried Mure\u0219an and Adina V\u0103lean<\/a>, the latter later becoming commissioner for Transport. The United Kingdom, ahead of its leaving the\u00a0Union on January 31, 2020, decided not to nominate any candidates, leaving the position vacant in the first two months of the von der Leyen Commission. In any case, there was almost gender parity in the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_19_5537\" target=\"_blank\" rel=\"noopener\">list of appointed commissioners<\/a> &#8211; 12 out of 25 &#8211; thanks to the <strong>intensive mediation and persuasion by the Commission chief<\/strong>, who convinced several governments &#8212; including Sweden, Portugal, and Malta &#8212; to submit only one female commissioner candidate.<\/p>\n<figure id=\"attachment_200257\" class=\"wp-caption alignright\" style=\"width: 449px;\">\n<p><figure id=\"attachment_200257\" aria-describedby=\"caption-attachment-200257\" style=\"width: 449px\" class=\"wp-caption alignright\"><a href=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/05\/Schermata-2023-05-10-alle-10.14.46.png\"><img decoding=\"async\" class=\"wp-image-200257\" src=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/05\/Schermata-2023-05-10-alle-10.14.46-300x200.png\" alt=\"Commissari designati von der Leyen\" width=\"449\" height=\"299\" srcset=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/05\/Schermata-2023-05-10-alle-10.14.46-300x200.png 300w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/05\/Schermata-2023-05-10-alle-10.14.46-1024x683.png 1024w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/05\/Schermata-2023-05-10-alle-10.14.46-768x512.png 768w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2023\/05\/Schermata-2023-05-10-alle-10.14.46.png 1038w\" sizes=\"(max-width: 449px) 100vw, 449px\" \/><\/a><figcaption id=\"caption-attachment-200257\" class=\"wp-caption-text\">The members of the von der Leyen Commission designated on September 10, 2019<\/figcaption><\/figure><\/figure>\n<p>However, the goal failed\u00a0with the rejection of the French nominee, <strong>Sylvie Goulard<\/strong>,\u00a0at\u00a0the European Parliament hearing, with the\u00a0only nomination of <strong>Thierry Breton<\/strong> (later to become Commissioner for the Internal Market) taking her spot. <strong>The ratio of female commissioners in the first von der Leyen cabinet\u00a0came to 12 women <\/strong>(including the chair herself)\u00a0<strong>and 15 men <\/strong>(including Spaniard Borrell)\u00a0<strong>before finally settling at 13-14<\/strong> as Ireland&#8217;s \u00a0<strong>Mairead McGuinness <\/strong>took over after the resignation of <strong>Phil Hogan<\/strong> in 2020. Governments should submit one man&#8217;s\u00a0and one woman&#8217;s name by August 30 to enable them to compose <strong>a College with an equal number of male and female commissioners<\/strong>. Exceptions are only those governments that decide to confirm the outgoing commissioners.<\/p>\n<p style=\"margin-bottom: 0px;\">In addition to <strong>Germany<\/strong>, which will express the president\u00a0of the Commission with <strong>Ursula von der Leyen<\/strong>, and <strong>Estonia<\/strong>, which will see former prime minister <strong>Kaja Kallas<\/strong> become EU High Representative for Foreign Affairs and Security Policy &#8211; both appointments are the responsibility of the European Council, which <a href=\"https:\/\/staging.eunews.it\/2024\/06\/27\/von-der-leyen-kallas-costa-consiglio-ue\/\" target=\"_blank\" rel=\"noopener\">chose them<\/a> at the June 27 EU leaders&#8217; summit &#8211; to date, official endorsement has come from 14 governments of <strong>Slovakia<\/strong>, <strong>Latvia<\/strong>, <strong>Slovenia<\/strong>, <strong>Ireland<\/strong>, <strong>Sweden<\/strong>, <strong>Finland<\/strong>, <strong>Netherlands<\/strong>, <strong>Czech Republic<\/strong>, <strong>Malta<\/strong>, <strong>Hungary<\/strong>, <strong>France<\/strong>,\u00a0<strong>Austria<\/strong>, <strong>Greece<\/strong>, and <strong>Croatia<\/strong>. None of these governments, however, complied with the re-elected president&#8217;s request on the double name, and with 11 nominations still missing, von der Leyen has on the table the resumes of\u00a0<strong>11 men and three\u00a0women <\/strong>(rising to five\u00a0with High Representative Kallas and the president\u00a0of the Commission), including five\u00a0confirmed male and one female\u00a0commissioner (Slovakia, Latvia, the Netherlands, Hungary, France, and Croatia).<\/p>\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation\/18740169\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<h3 id='the-candidates-for-the-second-von-der-leyen-commission-term'  id=\"boomdevs_1\">The candidates for the second von der Leyen Commission term<\/h3>\n<p style=\"margin-bottom: 0px;\">As for the 14 names that have come in so far, <strong>Slovakia<\/strong> has re-nominated the outgoing executive vice president of the EU Commission responsible for Inter-institutional Relations and the Green Deal, <strong>Maro\u0161 \u0160ef\u010dovi\u010d<\/strong>, potentially making it his\u00a0<a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/17\/sefcovic-slovakia-eu-commissioner\/\" target=\"_blank\" rel=\"noopener\">fourth consecutive term<\/a>. <a href=\"https:\/\/staging.eunews.it\/en\/2024\/06\/11\/dombrovskis-opens-commissioner-candidates-waltz-on-von-der-leyen-bis-stage-to-be-built\/\" target=\"_blank\" rel=\"noopener\">For the third time in a row,\u00a0<\/a><strong>Latvia<\/strong> chose the outgoing executive vice-president from the EU Commission responsible for the Economy, <strong>Valdis Dombrovskis<\/strong>. <strong>Slovenia <\/strong>proposed a new name<strong>,\u00a0<\/strong> lawyer and economist <strong>Toma\u017e Vesel<\/strong>, former president of the National Audit Office and\u00a0Fifa&#8217;s Audit and Compliance Committee. Center-right representative, Fianna F\u00e1il, and former minister for Public Expenditure and Reform (2020-2022) and Finance (2022-2024), <strong>Michael McGrath <\/strong>are the candidates from Ireland.\u00a0The government of <strong>Sweden<\/strong> decided to bet on the minister for European Affairs, <strong>Jessika Roswall<\/strong>, while for\u00a0<strong>Finland,<\/strong> on the MEP, who has sat in the ranks of the European People&#8217;s Party since 2014,\u00a0<strong>Henna Virkkunen<\/strong>.<\/p>\n<figure id=\"attachment_305734\" class=\"wp-caption alignright\" style=\"width: 450px;\">\n<p><figure id=\"attachment_305734\" aria-describedby=\"caption-attachment-305734\" style=\"width: 450px\" class=\"wp-caption alignright\"><a href=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/01\/P059748-783800-768x512-1.jpeg\"><img decoding=\"async\" class=\"wp-image-305734\" src=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/01\/P059748-783800-768x512-1-300x200.jpeg\" alt=\"Raffaele Fitto\" width=\"450\" height=\"300\" srcset=\"https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/01\/P059748-783800-768x512-1-300x200.jpeg 300w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/01\/P059748-783800-768x512-1-750x500.jpeg 750w, https:\/\/staging.eunews.it\/wp-content\/uploads\/2024\/01\/P059748-783800-768x512-1.jpeg 768w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/a><figcaption id=\"caption-attachment-305734\" class=\"wp-caption-text\">Italy&#8217;s Minister for European Affairs, Cohesion Policies and the NRRP, Raffaele Fitto (Fratelli d&#8217;Italia)<\/figcaption><\/figure><\/figure>\n<p>The <a href=\"https:\/\/staging.eunews.it\/en\/2024\/07\/02\/netherlands-new-right-wing-government\/\" target=\"_blank\" rel=\"noopener\">new right-wing government <\/a>of the <strong>Netherlands<\/strong>\u00a0chose the outgoing European Commissioner responsible for Climate Action, <strong>Wopke Hoekstra<\/strong>\u00a0The <strong>Czech Republic<\/strong>\u00a0chose the Minister of Industry and Trade serving from 2021, <b>Jozef S\u00edkela<\/b>, while\u00a0<strong>Malta <\/strong>selected the head of the prime minister&#8217;s secretariat and Labour Party member, <b>Glenn Micallef<\/b>. <a href=\"https:\/\/staging.eunews.it\/en\/2024\/07\/29\/hungary-varhelyi-candidate-commission\/\" target=\"_blank\" rel=\"noopener\">Despite\u00a0great skepticism over the the green light in the European Parliamentary hearing<\/a>, <strong>Hungary<\/strong> confirmed the outgoing European Commissioner responsible for Enlargement and Neighborhood Policy, <strong>Oliv\u00e9r V\u00e1rhelyi.<\/strong>\u00a0 <a href=\"https:\/\/staging.eunews.it\/en\/2024\/07\/30\/macron-breton-commissioner-candidate\/\" target=\"_blank\" rel=\"noopener\">Just as controversial<\/a>\u00a0is the choice of\u00a0<strong>France<\/strong>, whose President Macron has renewed confidence in the outgoing European Commissioner responsible for the Internal Market, <strong>Thierry Breton<\/strong>. <strong>Croatia<\/strong> also confirmed its outgoing EU commissioner, <strong>Dubravka \u0160uica,<\/strong> the incumbent transport commissioner.\u00a0<strong>Greece<\/strong> opted for the governor of the Central Macedonia region since 2013,\u00a0<strong>Apostolos Tzitzikostas, while<\/strong>\u00a0<strong>Austria<\/strong>\u00a0nominated the incumbent finance minister since 2021, <strong>Magnus Brunner<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">The right-wing government of <strong>Italy<\/strong>\u00a0headed\u00a0by <strong>Giorgia Meloni<\/strong> has not yet announced nor when it will announce an official candidate. However, <a href=\"https:\/\/staging.eunews.it\/en\/2024\/07\/18\/fitto-eu-commissioner-martusciellos-fi-confirms-endorsement-we-have-already-debated-it-it-will-be-him\/\" target=\"_blank\" rel=\"noopener\">speaking exclusively with <em>Eunews<\/em><\/a>,\u00a0Forza Italia&#8217;s head delegation to the EU Parliament, <strong>Fulvio Martusciello,<\/strong> said:\u00a0&#8220;T<strong>he commissioner should be Minister Raffaele Fitto.\u00a0We have already debated it extensively, and it will be him<\/strong>.&#8221; Fitto is the minister for European Affairs, Cohesion Policies, and the \u00a0and a part of\u00a0Fratelli d&#8217;Italia,\u00a0the most significant partner in the governing coalition with Forza Italia and the League that took office on Oct. 22, 2022. He held the <strong>office of MEP between 1999 and 2000, and then between 2014 and 2022<\/strong> (from 2019 co-chair of the European Conservatives and Reformists group), he was president of the Puglia Region between 2000 and 200. He was also minister for the Regions and Territorial Cohesion between 2008 and 2011 in the last government led by <strong>Silvio Berlusconi<\/strong>.<\/p>\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation\/18038724\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n","protected":false},"excerpt":{"rendered":"<p>If this year, the re-elected president of the EU Commission is struggling to have member states comply with her request to nominate one man and one woman, the situation five years ago was not much better.
