Ironically, it fell to the Hungarian presidency of the EU Council\u2014whose government had flatly opposed the allocation of the new budget for Ukraine\u2014to authorize<strong> the first 4.2 billion<\/strong> instalment.<\/p>\n<p><span class=\"css-1jxf684 r-bcqeeo r-1ttztb7 r-qvutc0 r-poiln3\">&#8220;This decision supports Ukraine&#8217;s macro-financial stability and the functioning of its public administration,&#8221; the rotating presidency of the EU institution explained in a post on X. In the <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/08\/06\/council-gives-green-light-to-first-payment-of-nearly-42-billion-under-the-ukraine-facility\/?utm_source=brevo&amp;utm_campaign=AUTOMATED%20-%20Alert%20-%20Newsletter&amp;utm_medium=email&amp;utm_id=320\" target=\"_blank\" rel=\"noopener\">decision<\/a> adopted today (August 6), the ambassadors of the 27 member countries concluded<\/span> that<strong> Ukraine has met the conditions and reforms set out in the Plan for Ukraine<\/strong>, presented in Brussels last March 20, necessary to receive the funds.<\/p>\n<p>Reforms covering the management of public finances and state-owned enterprises, the development of a more prosperous business environment\u2014particularly in the energy sector\u2014and the very delicate task of de-mining Ukrainian territory from the thousands of ordnance left behind by the Russians. Today&#8217;s is the first regular payment, while since it entered into force, the EU has already disbursed through the Ukraine Facility <strong>\u20ac6 billion as exceptional bridge financing and \u20ac1.89 billion as pre-financing<\/strong>, representing an advance of 7 per cent of loan support.
