However,\u00a0the road ahead is narrow and all uphill: the budget for next year has to be approved under the <strong>crossfire of the opposition<\/strong>. The Left already announced a no-confidence motion, while the far right is waiting in the wings.\u00a0<\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">Barnier, the eldest\u00a0<\/span><a href=\"https:\/\/staging.eunews.it\/en\/2024\/09\/05\/with-the-appointment-of-michel-barnier-france-will-finally-have-a-government-at-least-for-a-while\/\" target=\"_blank\" rel=\"noopener\"><i>premier ministre <\/i><\/a><span style=\"font-weight: 400;\">of the <strong>Fifth Republic<\/strong>, unveiled over the weekend the composition of his <strong>new minority executive<\/strong>: 34 ministers and five secretaries of state, for a center-right government that winks at <strong>Catholic conservatism<\/strong> and the <strong>hard line on migrants and security<\/strong>. A government that <a href=\"https:\/\/www.rtbf.be\/article\/france-le-gouvernement-barnier-est-sur-les-rails-11437963\" target=\"_blank\" rel=\"noopener\">combines<\/a> what remains of the <strong>Macronist camp<\/strong> with the <strong>parts of the right<\/strong>\u00a0that defines itself as\u00a0&#8220;Republicans,&#8221; i.e., the neo-Gollists and liberal-conservatives who still consider the <\/span><strong><i>Rassemblement national\u00a0<\/i><\/strong><span style=\"font-weight: 400;\"><strong>(RN)\u00a0<\/strong>of <strong>Marine Le Pen<\/strong> and <strong>Jordan Bardella <\/strong><\/span>as too extremist.<\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">Monday morning saw the <strong>handover<\/strong> between outgoing ministers and their successors as the new government met in full force for a working breakfast that should then make way in the afternoon for the first <strong>Council of Ministers<\/strong> of the Barnier cabinet at the Elysee Palace, in the presence of the head of state. The tenant of Matignon asked\u00a0his team to be &#8220;<strong>irreproachable and modest<\/strong>&#8221; and to show &#8220;respect for all our fellow citizens and all political parties&#8221; as the <strong>political climate across the Alps is particularly overheated<\/strong>.<\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">For sure, the most controversial appointment was\u00a0<strong>Bruno Retaliau<\/strong>, who replaced outgoing minister Gerard Darmanin at the <strong>Interior Ministry<\/strong> this morning. Known as a &#8220;<strong>radical conservative<\/strong>,&#8221; he declared he would hold\u00a0a <strong>line of firmness<\/strong> because the French\u00a0want &#8220;<strong>more order, order on the streets, order on the borders<\/strong>.&#8221; However,\u00a0there are <a href=\"https:\/\/www.lecho.be\/economie-politique\/europe\/elections\/france-le-gouvernement-barnier-deja-menace-de-censure\/10565472.html\" target=\"_blank\" rel=\"noopener\">several members<\/a> of Barnier&#8217;s cabinet from his\u00a0party,\u00a0<\/span><strong><i>Les R\u00e9publicains\u00a0<\/i><\/strong><span style=\"font-weight: 400;\"><strong>(LR)<\/strong>, who are against the\u00a0<strong>recognition of same-sex marriages<\/strong> or the <strong>insertion in the constitution of the freedom to\u00a0access\u00a0abortion &#8212;<\/strong> e.g., Secretaries of State <strong>Laurence Garnier<\/strong> (in charge of Consumer Affairs), <strong>Annie Genevard<\/strong> (Agriculture), <strong>Patrick Hetzel<\/strong> (Higher Education), and <strong>Othman Nasrou<\/strong> (Citizenship and the Fight Against Discrimination).\u00a0<\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">And so, Socialist leader <\/span><strong>Olivier Faure<\/strong><span style=\"font-weight: 400;\"> announced that as soon as the new premier presented his programmatic lines to the Assembl\u00e9e Nationale, the Left\u00a0(the <\/span><strong><em>Nouveau Front Populaire<\/em><\/strong><span style=\"font-weight: 400;\"> that won elections\u00a0without obtaining an absolute majority) would <\/span><strong>file a no-confidence\u00a0motion <\/strong><span style=\"font-weight: 400;\">against the &#8220;most right-wing government of the Fifth Republic,&#8221; as representatives of La France Insoumise (LFI) of <\/span><strong>Jean-Luc M\u00e9lenchon<\/strong><span style=\"font-weight: 400;\"> confirmed. The appointment in the House is scheduled for <\/span><strong>Oct. 1,<\/strong><span style=\"font-weight: 400;\"> when Barnier should present his government&#8217;s program to MPs.\u00a0<\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">On the other side of the political spectrum, the far-right <\/span><i><span style=\"font-weight: 400;\">Rassemblement <\/span><\/i><span style=\"font-weight: 400;\">will wait to hear the prime minister&#8217;s speech to decide whether or not to challenge him. According to Faure, the LePenists will not vote for the no-confidence motion, which would, therefore, be doomed to fail. RN MPs say they want to <strong>evaluate the new government&#8217;s plan for the 2025 budget<\/strong>, which is the number one priority for Barnier, with France among the countries on<a href=\"https:\/\/staging.eunews.it\/en\/2024\/07\/16\/italy-in-excessive-deficit-procedure-since-july-26\/\" target=\"_blank\" rel=\"_blank noopener\">\u00a0special watch from Brussels<\/a> on managing public accounts after the European Commission opened an <strong>excessive deficit infringement procedure<\/strong> last July.\u00a0<\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">Highlighting the importance of this transition, the prime minister took direct oversight of the <\/span><strong>Budget and Public Accounts<\/strong><span style=\"font-weight: 400;\"> portfolio, delegated to Macronist <\/span><strong>Laurent Saint-Martin<\/strong><span style=\"font-weight: 400;\">. Minister of the <\/span><strong>Economy and Finance Antoine Armand<\/strong><span style=\"font-weight: 400;\">, also\u00a0from the ranks of Renaissance, promised to &#8220;reduce public spending&#8221; but did not rule out having to resort to &#8220;some exceptional and targeted withdrawals.&#8221; On public spending, one battleground will surely be the <\/span><strong>controversial pension reform <\/strong><span style=\"font-weight: 400;\">sought by Macron, which both the right and the left consider a smokescreen. The RN, on which the executive depends for its survival in Parliament, does not seem willing to make concessions. MP <\/span><strong>Jean-Philippe Tanguy<\/strong><span style=\"font-weight: 400;\"> reiterated that his party &#8220;will always propose to repeal the reform&#8221; and sternly warned the new cabinet: &#8220;<\/span><strong>We are the ones who will decide whether or not this government has a future<\/strong><span style=\"font-weight: 400;\">.&#8221;\u00a0<\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span style=\"font-weight: 400;\">The other heavyweight ministries in the Barnier government are part of\u00a0the liberal center and Gaullist right. The new head of <strong>Foreign Affairs<\/strong>, who replaced the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/09\/16\/france-names-stephane-sejourne-as-candidate-for-eu-commissioner-macron-asks-for-delegation-to-industry-and-technology\/\" target=\"_blank\" rel=\"noopener\">new French candidate<\/a>\u00a0to the EU Commission, St\u00e9phane S\u00e9journ\u00e9, is the Macronist <strong>Jean-No\u00ebl Barrot<\/strong> (son of another European commissioner, Jacques Barrot), who pledged to &#8220;defend international law&#8221; and protect the country &#8220;from any foreign interference, from any hybrid threat.&#8221; The <strong>European Affairs<\/strong>\u00a0ministry\u00a0went to <strong>Benjamin Haddad<\/strong>, a member of <\/span><i><span style=\"font-weight: 400;\">Renaissance<\/span><\/i><span style=\"font-weight: 400;\">, while <strong>Agn\u00e8s Pannier-Runacher<\/strong> will be in charge of <strong>Ecological Transition<\/strong>. Another of the president&#8217;s men is <strong>S\u00e9bastien Lecornu<\/strong>, the only one to have retained his role as minister of <strong>Armed Forces<\/strong> along with fellow party member <strong>Rachida Dati<\/strong> at the\u00a0<strong>Culture Ministry<\/strong>. Conservative <strong>Annie Genevard<\/strong> (LR) will manage the <strong>Agriculture<\/strong> portfolio.\u00a0The only center-left minister is former Socialist <\/span><strong>Didier Migaud<\/strong><span style=\"font-weight: 400;\">, who will manage the <\/span><strong>Justice<\/strong><span style=\"font-weight: 400;\"> portfolio.
