After the first round of legislative elections held yesterday (Oct. 13), the <strong>Social Democrats<\/strong> of the LDSP (the main opposition party) are in the lead. It\u00a0will try to <strong>form an executive<\/strong> with other forces from the progressive camp. The <strong>cost of living<\/strong>\u00a0has been at the heart of the campaign, while Vilnius&#8217;s strategic priority remains <strong>support for Ukraine<\/strong>.<\/p>\n<p class=\"p1\">At the close of the polls, the <strong>Social Democratic Party (LDSP)<\/strong> led by <strong>Vilija Blinkeviciute<\/strong> <a href=\"https:\/\/www.lrt.lt\/en\/news-in-english\/19\/2384756\/lithuania-s-elections-social-democrats-win-party-list-vote\" target=\"_blank\" rel=\"noopener\">won<\/a> 19.4 percent of the vote (18 seats), trailing by four points (but only by one seat) the Christian Democratic <strong>Union of the Fatherland (TS-LKD)<\/strong> party, which leads the current government &#8212; in coalition with centrists from the <strong>Liberal Movement<\/strong> (LS, which took 7.7 percent) and the <strong>Liberty Party<\/strong> (LP, which failed to pass the 5 percent threshold) &#8212; and expresses the outgoing premier <strong>Ingrida Simonyte<\/strong>.<\/p>\n<p class=\"p1\">Third place went to\u00a0the populist <strong><i>Nemuno ausra <\/i>(PPNA)<\/strong> party, which won\u00a015 percent of the vote and 14 representatives. The other two formations that passed the bar were the center-left <strong>Union of Democrats &#8220;For Lithuania&#8221;<\/strong> (DSVL, 9.2 percent, and 8 seats) and the center-left <strong>Union of Greens and Peasants<\/strong> (LVZS, 7 percent, 6 elected).<\/p>\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/19796560\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/19796560\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n<p class=\"p1\">Social Democratic leader Blinkeviciute announced that she would initiate <strong>coalition negotiations<\/strong> with the DSVL and LVZS to create a <strong>center-left executive<\/strong>. &#8220;I think our voters, our people, have said that they want change,&#8221; <a href=\"https:\/\/www.reuters.com\/world\/europe\/lithuanians-elect-new-parliament-amid-cost-living-security-worries-2024-10-12\/\" target=\"_blank\" rel=\"noopener\">she said<\/a> to the press, commenting on the ballot box result. The <strong>election campaign<\/strong> focused mainly on the <strong>exploding cost of living and rents<\/strong>, with inflation reaching record levels in the past two years. Among the issues most felt by the electorate were also social services provided by the state, such as <strong>education<\/strong> and <strong>health care<\/strong>. The LDSP has proposed <strong>increasing taxes on the better-off<\/strong> segments of the population to fund <strong>expanding\u00a0social programs<\/strong>.<\/p>\n<p class=\"p1\">In <strong>foreign policy<\/strong>, however, the line of the next executive will remain the same: <strong>unconditional support for Kyiv<\/strong> and <strong>increased military spending <\/strong>since Vilnius (one of NATO&#8217;s eastern members) feels <strong>particularly exposed to pressure from Moscow<\/strong>, bordering both the Russian exclave of <strong>Kaliningrad<\/strong> and <strong>Belarus<\/strong>, a de facto satellite of the Kremlin. According to surveys, three out of four Lithuanians believe that Russia may attack their country in the near future.<\/p>\n<p class=\"p1\">In the Lithuanian electoral system, 70 of the 141 seats in the <strong>Seimas<\/strong> (the unicameral legislature) are chosen every four years through a <strong>proportional vote on a single national constituency.\u00a0<\/strong>The remaining 71 are allocated through as many <strong>uninominal constituencies<\/strong> in which, if no candidate obtains an absolute majority in the first round, there is a <strong>ballot between the first two<\/strong> finishers.
