Among the most significant points of the document is the request to <strong>NATO<\/strong>\u00a0to invite the former Soviet republic as its 33rd member.<\/p>\n<h3 id='the-g7-maxi-loan'  id=\"boomdevs_1\" class=\"p1\">The G7 maxi-loan<\/h3>\n<p class=\"p1\">&#8220;<strong>Your union is a weapon that provides security for all of us<\/strong>,&#8221; Zelensky said as he addressed the morning session of the summit that opened Thursday (Oct. 17). For now, according to the conclusions <a href=\"https:\/\/x.com\/ecasinge\/status\/1846916021178794093\/photo\/2\" target=\"_blank\" rel=\"noopener\">adopted by EU leaders<\/a> on the issue of support for Ukraine, the union between the chancelleries is enduring. Especially with regard to the <strong>massive<\/strong>\u00a0<strong>loan <\/strong>decided <a href=\"https:\/\/staging.eunews.it\/en\/2024\/09\/20\/brussels-commits-e35-billion-to-kiev-funded-by-profits-from-frozen-russian-assets\/\" target=\"_blank\" rel=\"noopener\">last summer<\/a> within the <strong>G7<\/strong> framework: \u20ac45 billion in all, of which up to 35 will have to be put in by the EU, to be allocated to Kyiv&#8217;s coffers and <strong>to be financed with the extra profits generated by Russian assets frozen<\/strong> in the West.<\/p>\n<p class=\"p1\">For months now, national governments and the EU executive have been trying to <strong>defeat the opposition<\/strong> of Hungarian Prime Minister <strong>Viktor Orb\u00e1n<\/strong>, who has <a href=\"https:\/\/staging.eunews.it\/en\/2024\/10\/15\/hungary-to-buy-even-more-gas-from-russia-in-2025\/\" target=\"_blank\" rel=\"noopener\">repeatedly threatened<\/a> to kill the deal\u00a0if Budapest is not granted several waivers regarding energy supplies of\u00a0<strong>Moscow&#8217;s<\/strong> hydrocarbons.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">Therefore, at today&#8217;s summit, it was decided not to decide: the document shared by the heads of state and government simply mentions &#8220;<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">the importance of keeping the commitments made<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">&#8221; at the summit of 7 in Apulia to get Kyiv the aid it needs &#8220;by the end of the year.&#8221; But the\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">actual decision will come later<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, and it\u00a0<\/span>will likely require yet another round of persuasion (or compromise) with the Magyar premier to unlock disbursement from the Twenty-Seven.<\/p>\n<h3 id='the-plan-for-victory'  id=\"boomdevs_2\" class=\"p1\">The &#8220;plan for victory&#8221;<\/h3>\n<p class=\"p1\">Zelensky also presented to the EU heads of state and government his five-point &#8220;<strong>plan for victory<\/strong>&#8220;, which <a href=\"https:\/\/staging.eunews.it\/en\/2024\/10\/16\/here-is-the-plan-for-victory-that-zelensky-will-present-to-eu-leaders-summit\/\" target=\"_blank\" rel=\"noopener\">he had exposed yesterday<\/a> to the Verkhovna Rada and of which he had already previewed the <strong>most sensitive points<\/strong>\u2014those concerning strategic details, which are secret\u2014with some international partners (France, Germany, Italy, the UK and the US). A plan whose implementation, the Ukrainian president repeated upon arriving at the Europa building in Brussels, &#8220;does not depend on Russian will&#8221; but &#8220;<strong>on the will of our partners<\/strong>.&#8221;<\/p>\n<p class=\"p1\">Talking to reporters at the end of his speech\u00a0to his European counterparts, Zelensky reiterated that the plan &#8220;strengthens Ukraine not only on the battlefield but also on the geopolitical level,&#8221; effectively crystallising the <strong>positioning of the former Soviet republic in the Western camp<\/strong>. In this sense, he explained, the first priority of the <i>roadmap<\/i> in question should be understood, namely <strong>the call for a formal invitation to join NATO.<\/strong>\u00a0Even though, in all evidence, actual entry into the Alliance can only occur in the future, after the conflict is over, the invitation to Kyiv would constitute an <strong>important political message<\/strong> from the 32 member states.<\/p>\n<h3 id='kyiv-in-nato'  id=\"boomdevs_3\" class=\"p1\">Kyiv in NATO?<\/h3>\n<p class=\"p1\">&#8220;<strong>The invitation is a pre-emptive step<\/strong>,&#8221; Zelensky explained, to show that Russian President <strong>Vladimir Putin<\/strong> cannot manipulate the international order at will. &#8220;This invitation represents <strong>a symbol that goes far beyond NATO<\/strong>,&#8221; he said, as it indicates &#8220;that <strong>EU membership<\/strong> will also be inevitable and will confirm the democratic course and <strong>reinforce our diplomatic position<\/strong>.&#8221;<\/p>\n<p class=\"p1\">As an example of Putin&#8217;s untrustworthiness, Zelensky recalled the 1994 <strong>Budapest Memorandum<\/strong>: under that treaty, Kyiv had transferred all of its <strong>nuclear warheads<\/strong> to Russia in exchange for guarantees from Moscow, Washington, and London that Ukraine&#8217;s sovereignty and <strong>territorial integrity<\/strong> would not be violated. Given the Kremlin&#8217;s bad faith\u2014the Ukrainian leader pressed\u2014the alternative for his country is stark: &#8220;Either we go back to nuclear weapons, or <strong>we have to become part of an effective alliance<\/strong> (military, ed), and NATO is the only one that works&#8221; and whose members have avoided wars of aggression since joining. &#8220;We are not choosing nuclear weapons; we are choosing NATO,&#8221; he said.<\/p>\n<p class=\"p1\">On this point, Zelensky has already spoken with the outgoing US\u00a0President, <strong>Joe Biden<\/strong>, and the two candidates for\u00a0<a href=\"https:\/\/staging.eunews.it\/en\/2024\/10\/11\/us-presidential-election-trump-vs-harris-and-europe-in-the-middle\/\" target=\"_blank\" rel=\"noopener\">the upcoming November 5 election<\/a>, Democrat (and current vice president) <strong>Kamala Harris<\/strong> and former Republican President <strong>Donald Trump<\/strong>. He hinted, though without going into details, that all three are <strong>favourable in principle<\/strong>.<\/p>\n<h3 id='european-reception-of-the-plan'  id=\"boomdevs_4\" class=\"p1\">European reception of the plan<\/h3>\n<p class=\"p1\">The Ukrainian president said that &#8220;most&#8221; European leaders would express &#8220;<strong>full support for the plan<\/strong>.&#8221; Regarding\u00a0the economic proposals (involving joint investments by Western companies to exploit the attacked country&#8217;s natural resources), Zelensky emphasised that they were an &#8220;<strong>economic security tool<\/strong>&#8221; to prevent <strong>critical raw materials<\/strong> from falling into Russian hands, as happened a decade ago with the <strong>Donbas coal deposits<\/strong>.<\/p>\n<p class=\"p1\">Some heads of state and government of the Twenty-Seven are still reticent to allow Kyiv to use its <strong>long-range weapons<\/strong> to strike military targets on Russian territory and to give the green light to Ukraine&#8217;s <strong>accession to NATO<\/strong>.\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">These include German Chancellor\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Olaf Scholz<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, who has yet to provide the Ukrainian military with long-range weapons and who, on the Alliance enlargement, &#8220;never said no and never said yes,&#8221; in Zelensky&#8217;s own words.<\/span><\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">In the meantime, the Ukrainian leader let it be known that efforts continue to bring the war&#8217;s end as close as possible: &#8220;<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Ukraine is ready to take the diplomatic path<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,&#8221; he assured, &#8220;but to do so, we must be strong.&#8221;<\/span>\u00a0&#8220;In November,&#8221; he added, &#8220;we will present <strong>a comprehensive<\/strong> document&#8221; in ten points as a <strong>basis for peace talks<\/strong>, &#8220;which we want to share with everyone and also with our Russian counterpart.
