However, the decision<strong> by\u00a0the political groups <\/strong>to\u00a0approve or reject\u00a0the candidates will <strong>not be taken until\u00a0tomorrow<\/strong>, if not\u00a0next week. Everyone&#8217;s eyes are on the Italian candidate,\u00a0<strong>Raffaele Fitto,<\/strong> from\u00a0the same party as\u00a0Premier <strong>Giorgia Meloni,<\/strong> who was designated for\u00a0the important<strong> Cohesion and Reforms delegations<\/strong>. <strong>The center-left groups are divided<\/strong> over his appointment not so much because of his expertise but because of the assignment of such a significant role to a member of the <strong>Conservatives of the\u00a0ECR<\/strong>, who are not part of the &#8220;Ursula 2.0 majority.&#8221;<\/p>\n<h3 id='decision-on-vice-presidents-postponed'  id=\"boomdevs_1\" class=\"p1\">Decision on vice presidents postponed<\/h3>\n<p class=\"p1\">Fitto&#8217;s was the first of today&#8217;s hearings, <a href=\"https:\/\/staging.eunews.it\/en\/2024\/11\/12\/kallas-eus-priority-is-ukraine-russia-cannot-win-dismisses-accusations-of-double-standards-in-the-middle-east\/\" target=\"_blank\" rel=\"noopener\">at the same time as<\/a> the High Representative-designate <strong>Kaja Kallas<\/strong>, while in the afternoon, it was the turn of <strong>St\u00e9phane S\u00e9journ\u00e9<\/strong> and <strong>Roxana M\u00eenzatu, <\/strong>and finally<strong>,<\/strong>\u00a0<strong>Teresa Ribera<\/strong> and <strong>Henna Virkkunen<\/strong>. Although\u00a0Fitto&#8217;s performance\u00a0<a href=\"https:\/\/staging.eunews.it\/en\/2024\/11\/12\/the-de-gasperi-model-and-mediation-fitto-the-pro-european-at-the-eu-parliament\/\" target=\"_blank\" rel=\"noopener\">received<\/a>\u00a0a largely positive <strong>reception<\/strong> in the relevant parliamentary committee (for <strong>Regional Development<\/strong>),\u00a0the coordinators of the political groups in the hemicycle decided to <strong>postpone <\/strong>the evaluation of all six vice-chairs <strong>to\u00a0a later date<\/strong>. Some speak of tomorrow (Nov. 13), while others expect the decision to\u00a0slip to next week.<\/p>\n<p class=\"p1\">It was an\u00a0<strong>internal political decision within the majority<\/strong>, MEPs say, which can be explained by a willingness to vote on candidates with a <strong>package logic<\/strong>: the decision is on all six vice-presidents\u00a0together (and perhaps also on the Hungarian commissioner-designate, <strong>Oliv\u00e9r V\u00e1rhelyi<\/strong>, who was &#8220;put off&#8221; by the coordinators of the Environment and Agriculture committees <a href=\"https:\/\/staging.eunews.it\/en\/2024\/11\/07\/hearings-orbans-eu-commissioner-designate-fails-to-convince-meps-in-the-balance-oliver-varhelyi\/\" target=\"_blank\" rel=\"noopener\">last week<\/a>). If one falls, they all fall, an insurance policy of mutual destruction between the Populars (EPP), Socialists (S&amp;D), and Liberals (Renew), which should serve to get all the candidates through without a jolt, as was the case<a href=\"https:\/\/staging.eunews.it\/en\/2024\/11\/06\/hearings-first-cross-veto-in-majority-resolved-green-light-for-commissioners-lahbib-and-roswall\/\" target=\"_blank\" rel=\"noopener\">\u00a0last week<\/a>, with <strong>Jessika Roswall<\/strong> and <strong>Hadja Lahbib<\/strong>.<\/p>\n<h3 id='fitto-on-the-brink'  id=\"boomdevs_2\" class=\"p1\">Fitto\u00a0on the brink?<\/h3>\n<p class=\"p1\">This time, however, the jolts could come precisely over Fitto&#8217;s name: many MEPs from the <strong>progressive groups are still unconvinced<\/strong> by von der Leyen&#8217;s decision to entrust an <strong>executive vice-presidency<\/strong> to a member of a party (the ECR) that voted against the Popular German woman&#8217;s second term\u00a0at the head of the Commission\u00a0in Strasbourg in July. The majority at the time, comprising Populars, Socialists, and Liberals, with the outside support of the Greens (G\/EFA), represented a <strong>centrist and pro-European consensus. <\/strong>Exponents of political forces to the left of the EPP complain that <strong>the College&#8217;s center of gravity has now shifted too far to the right<\/strong> (aided\u00a0by the <a href=\"https:\/\/staging.eunews.it\/en\/2024\/10\/18\/the-turnaround-of-melonis-party-on-von-der-leyens-reappointment-to-the-european-commission\/\" target=\"_blank\" rel=\"noopener\">turnaround of Meloni&#8217;s party<\/a>\u00a0towards\u00a0von der Leyen, which came after the offer of the executive vice-presidency to Fitto).<\/p>\n<p class=\"p1\"><strong>There are distinctions in the progressive camp<\/strong>. The vaguest position is of the social democrats, in particular the PD delegation: for <strong>Dario Nardella<\/strong>, S&amp;D coordinator on the Agriculture Committee, there is not an issue about Fitto per se but about the political expediency of granting him an executive vice-presidency. &#8220;The judgment we give of the von der Leyen Commission is <strong>a mixed\u00a0one<\/strong>,&#8221; he told reporters, as &#8220;there is now a very strong shift to conservative positions&#8221; and &#8220;there is a problem with the effectiveness of this Commission&#8217;s actions because of the <strong>fragmentation of portfolios<\/strong>,&#8221; for example on environment-related dossiers.<\/p>\n<p class=\"p1\">More importantly, the former mayor of Florence was keen to point out that the parliamentary hearings of the commissioners-designate are a separate process from the <strong>final vote on the College as a whole<\/strong>, which will take place in the plenary in Strasbourg. &#8220;We will use <strong>two different yardsticks<\/strong> on these two aspects,&#8221; he assured, stressing that &#8220;this is no small thing, especially from a political point of view.&#8221; He almost threatened his EPP\u00a0colleagues that if von der Leyen does not &#8220;answer&#8221; to the &#8220;questions&#8221; raised by the Socialists,\u00a0<strong>the Commission&#8217;s approval could be in jeopardy<\/strong>. What the PD\u00a0and the S&amp;D will now discuss, therefore, is the risk that the majority that supported von der Leyen&#8217;s re-election &#8220;will not find a match\u00a0in the political composition\u00a0of her Commission or even in the organization of the delegations.&#8221; Nardella admitted that <strong>Fitto&#8217;s performance &#8220;was not\u00a0without positive aspects.&#8221;<\/strong>\u00a0However,\u00a0he threw the ball into the stands,\u00a0claiming that &#8220;we will mature the final decision within the framework of the discussion with the whole family&#8221; of the S&amp;D.<\/p>\n<h3 id='the-barricades-of-the-left-and-greens'  id=\"boomdevs_3\" class=\"p1\">The barricades of the Left and Greens<\/h3>\n<p class=\"p1\">The only ones who<strong>\u00a0expressed widespread disappointment <\/strong>were the environmentalist MEPs and those from The Left. According to Green co-leader <strong>Bas Eickhout<\/strong>, &#8220;Fitto has demonstrated time and again, through his far-right political affiliation, that he does not uphold&#8221; the core values of respect for democracy and the rule of law &#8220;and that he does not have the interest of the EU and its citizens at heart,&#8221; which &#8220;makes him\u00a0<strong>unsuitable to represent the Commission in such an important role<\/strong> as that of executive vice president.&#8221;<\/p>\n<p class=\"p1\">His counterpart <strong>Terry Reintke <\/strong>joined him by saying: &#8220;The EPP risks <strong>much bad blood for a long time<\/strong> if it insists on pushing through Fitto&#8217;s nomination against the will of the other forces&#8221; in the majority. Even <strong>Ignazio Marino<\/strong>, elected in Italy with AVS, said he was &#8220;not at all satisfied not only with Fitto&#8217;s hearing but with the <strong>form the whole Commission<\/strong> is taking,&#8221; namely\u00a0its lopsidedness to the right.<\/p>\n<p class=\"p1\">From the radical left,\u00a0<strong>Valentina Palmisano<\/strong> of the 5 Star Movement declared herself &#8220;dissatisfied&#8221; with Fitto&#8217;s performance at the hearing, stating that for her group, he could already be rejected, saving European citizens &#8220;<strong>this waste of time<\/strong>,&#8221; meaning the delay of the final decision on the vice presidents to accommodate the &#8220;political games&#8221; of centrist forces (an &#8220;invisible game not played in the spotlight but in the most secret rooms&#8221;).<\/p>\n<h3 id='the-center-right-locks-in-fitto'  id=\"boomdevs_4\" class=\"p1\">The center-right locks in\u00a0Fitto<\/h3>\n<p class=\"p1\">On the opposite side of the political spectrum, center-right forces expressed their support for the\u00a0candidate of Meloni&#8217;s party. The head of the FdI delegation,\u00a0<strong>Carlo Fidanza,<\/strong> defended the &#8220;<strong>very clear and innovative vision of cohesion policies<\/strong>&#8221; expressed by Fitto, adding that the ECR group is working to secure the Italian commissioner-designate &#8220;a broader majority than just the right-wing forces,&#8221; seeking to show itself as a responsible pro-EU force.<\/p>\n<p class=\"p1\">However, &#8220;it seems that the issue now is not Fitto&#8221; but the <strong>Socialist candidate Ribera<\/strong>, who was involved in the controversy over flooding in the Valencia region, he stressed. Fidanza also\u00a0reiterated how the Conservatives had <strong>voted in favor of almost all the commissioner candidates<\/strong>, proving to be &#8220;decisive&#8221; in reaching the two-thirds threshold required for approval among the coordinators. Now,\u00a0&#8220;the majority groups are looking for a broader agreement to bring the whole package home by digesting each other&#8217;s ill feelings and stomach aches,&#8221;\u00a0he quipped.<\/p>\n<p class=\"p1\">An indecent\u00a0spectacle also according to\u00a0League\u00a0delegation leader <strong>Paolo Borchia<\/strong>, who bluntly defined the possible delay of the final decision on the package of vice presidents to next week\u00a0as a &#8220;blow<strong>\u00a0to the credibility of the European Parliament<\/strong>.&#8221;\u00a0As for Fitto, he expressed confidence that he would defend Italy&#8217;s interests and ruled out the possibility that he could be &#8220;the problem&#8221; in the Patriots&#8217; support for the second von der Leyen College.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rome&#8217;s chosen commissioner candidate convinces all political forces to the right of the Populars, but the rest of the Chamber is split on the allocation of the executive vice presidency.
